attorney in the appropriate legal specialty,
who will consult with you for 30 minutes
for a reduced fee. Work after that is at the
regular rate. Referral service hours vary –

CLARK COUNTY MODEST MEANS
PROGRAM

Modest Means accepts people whose
income is 125-200% of the federal poverty
guidelines. Clients pay a reduced fee, and
retainer amounts are set by the attorney.
Topics include collections, consumer,
bankruptcy, family, tenant, wills, estates,
guardianship, power of attorney,
immigration, and employment (wage
claims and wrongful termination).
CLARK COUNTY VOLUNTEER
LAWYERS PROGRAM
CCVLP is located at: 1409 Franklin Street,
Suite 101, Vancouver WA 98660. This is a
nonprofit organization providing free legal
assistance to low income Clark County
residents in non-criminal cases in the Clark
County courts.
Call CLEAR at 1-888-201-1014 (see next
column) for the following two services. If
referred, you will be called within one week:
Advice clinic: Eligible clients meet with an
attorney for 30 minutes to discuss legal
issues, receive advice, and ask questions.
Family law paperwork review: Clients bring
in family law paperwork they have already
filled out for review.
Direct Representation: In limited cases an
attorney will volunteer to represent you.
Waiting periods apply, and not everyone
will get an attorney.

these services:
Pro Se + dissolution: For a fee of $75-$125,
an attorney will prepare the paperwork for
you in an uncontested divorce. You are
responsible for filing and court appearances.
Non-Parental Custody Seminar
: Offered
free on the third Wednesday evening of the
month at the YWCA. An attorney discusses
non-parental custody and obtaining it.

NJP provides free civil legal services to
low income individuals and families.
(incomes up to 180% of the federal
poverty guidelines) The Vancouver office
serves Clark, Cowlitz, Skamania,
Wahkiakum, and Klickitat Counties.
People seeking services MUST call the
CLEAR line first.
The CLEAR Sr line does not generally
have an income cutoff for advice.
CLEAR (Coordinated Legal Education,
Advice, and Referral) is NJP’s statewide
intake and screening service. Call the
number listed above Monday through
Friday between 9:15 a.m. and 12:15 p.m.
to see what legal assistance NJP or others
may be able to offer you.
LUEPKE SENIOR CENTER
If you are 55 or older, you can schedule a
free half-hour consultation with an
attorney on Wednesdays from 1-3 p.m. at
1009 E. McLoughlin Blvd. Appointments
are REQUIRED – call 360-487-7050 for
an appointment. They also provide
monthly classes on elder law issues.

These are five sources for people of
varying incomes to find legal help
for civil (non-criminal) legal matters.
The SW Lawyer Referral service is
available to people of any income level.
The Modest Means is for people at
125-200% of federal poverty
guidelines.
The Clark County VLP is for people
up to 125% of federal poverty
guidelines.
CLEAR is for people up to 180% of
federal poverty guidelines and for
seniors.
The Luepke Senior Center has a legal
clinic for those 55 or over.
