Student Portion of the CARES Act Emergency Relief Fund
The Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”), March 27, 2020, directs
institutions receiving CARES Act funding to submit a report to the Secretary of Education
describing the use of funds distributed from the Higher Education Emergency Relief Fund
(“HEERF”).
The CARES Act requires institutions to use no less than 50 percent of the HEERF allocation
received from the CARES Act to provide Emergency Financial Aid Grants to students for
expenses related to the disruption of campus operations due to coronavirus (including eligible
expenses under a student’s cost of attendance such as food, housing, course materials,
technology, health care, and child care).
On April 9, 2020, the Department published documents related to the Emergency Financial Aid
Grants, including a letter from Secretary Betsy DeVos, a form Certification and Agreement for
signing and returning by institutions to access the funds, and a list of institutional allocations.
The Certification and Agreement directs each institution applying for HEERF funds to comply
with Section 18004(e) of the CARES Act and submit an initial report (the “30-day Fund Report”)
to the Secretary thirty (30) days from the date of the institution’s Certification and Agreement
to the Department.
The Department revised the following reporting requirements on August 31, 2020. The
following information must appear in a format and location that is easily accessible to the
public. This information must also be updated no later than 10 days after the end of each
calendar quarter (September 30, and December 31, March 31, June 30) thereafter, unless the
Secretary specifies an alternative method of reporting:
1. An acknowledgement that the institution signed and returned to the Department the
Certification and Agreement and the assurance that the institution has used, or intends
to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the
CARES Act to provide Emergency Financial Aid Grants to students.
College of the Sequoias signed and submitted the Certification and Agreement
form on Thursday April 9, 2020.
2. The total amount of funds that the institution will receive or has received from the
Department pursuant to the institution’s Certification and Agreement [for] Emergency
Financial Aid Grants to Students.
On Saturday, April 25, 2020, College of the Sequoias received $4,315,430 to be
distributed as Emergency Financial Aid Grants to Students.
3. The total amount of Emergency Financial Aid Grants distributed to students under
Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day
Report and every 45 days thereafter).
A total of $1,929,500 Student HEERF has been disbursed.
On May 13, 2020, $1,338,000 was disbursed to eligible students.
On June 10, 2020, $591,500 was disbursed to eligible students.
4. The estimated total number of students at the institution eligible to participate in
programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus
eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1)
of the CARES Act.
The estimated total number of COS students eligible to receive Emergency
Financial Aid Grants is:
o Spring Semester 2020 = 6,100
o Fall Semester 2020 = 5,000
While HEERF-student share dollars are not Title IV financial aid, The
Department of Education’s April 21, 2020 guidance states that students must
meet Title IV financial aid eligibility requirements in order to receive HEERF
emergency grants.
o Section 484 of the HEA states that Title IV eligible students must:
Be a U.S. citizen or national, permanent resident, or other
eligible noncitizen.
Have Social Security Number verified.
Have Selective Service registration verified.
Be enrolled or accepted for enrollment in a degree or certificate
program.
Not be enrolled in elementary or secondary school.
Be making satisfactory academic progress.
Not owe an overpayment on Title IV grants or loans.
Not be in default on a Title IV loan.

5. The total number of students who have received an Emergency Financial Aid Grant to
students under Section 18004(a)(1) of the CARES Act.
As of June 10, 2020, 3,859 students have been paid a $500 HEERF Grant
On May 13, 2020, 2,676 students received a $500 HEERF Grant.
On June 10, 2020, 1,183 students received a $500 HEERF Grant.
6. The method(s) used by the institution to determine which students receive Emergency
Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the
CARES Act.
On May 1, 2020, the College ran a query of its student database to select a population
of students who met the following criteria:
Completed a FAFSA application
Were Title IV financial aid eligible per the April 24, 2020 Department of
Education Guidance.
Were still enrolled in classes as of May 1, 2020.
Based on the number of eligible students and the amount of funding received for
students through the CARES Act, the College decided to award students a $500 grant.
This grant could be used to help student cover the cost of expenses related to campus
disruptions caused by the Coronavirus.
7. Any instructions, directions, or guidance provided by the institution to students
concerning the Emergency Financial Aid Grants.
To expedite the award process, the College created a Survey Monkey Application that
was sent via email to all eligible students on Monday May 4, 2020. Students were
instructed to complete and submit the survey application. Students also received an
email and text message announcing the Survey Monkey Application and availability of
emergency grant funds. The Survey Monkey Application closed on Sunday May 10,
2020. Students who responded to the survey were awarded an emergency grant on
Wednesday, May 13, 2020.
A second Survey Monkey Application was opened on Tuesday May 19, 2020 to all
eligible students who did not complete the first Survey Monkey Application. The
second Survey Monkey Application will close on Sunday June 7, 2020 and grants will
be awarded on Wednesday June 10, 2020.

Relief Fund (HEERF) that provides emergency funding to higher education. College of the Sequoias has
received a portion of those funds that can go to students in the form of Emergency Financial Aid Grants
for expenses related to the disruption of campus operations due to the COVID-19 crisis.
The Financial Aid Office has determined that you may be eligible to receive an Emergency Financial Aid
Grant.
To be eligible for the Emergency Financial Aid Grant, students must meet the following criteria:
· Completed a FAFSA Application and be Federal Title IV eligible
· Was enrolled in Spring Semester classes after May 1, 2020
· Be in good Academic Standing
The grant award is $500. We will disburse the grant awards the week of June 15, 2020.
Please complete the following survey letting us know if you have had additional college related expenses
because of recent disruption to COS campus operations.
