UTR Pro Tennis Tour (PTT) Rules and Regulations
Effective: January 2, 2024 to December 31, 2024 unless revised earlier.
Last revision: March 15, 2024
I. PURPOSE AND APPLICABILITY
Universal Tennis LLC (UTR) has created the UTR Pro Tennis Tour (PTT) Tournament Rules and Regulations
for the purpose of providing fair and reasonable rules for the orderly and uniform conduct of
international professional tennis tournaments as part of the tour. All references to the UTR in these
Regulations shall mean Universal Tennis LLC and PTT shall mean UTR Pro Tennis Tour. These Regulations
shall be applicable to all Tournaments sanctioned as part of the UTR Pro Tennis Tour.
For these UTR PTT Rules and Regulations, the following definitions shall apply:
Regulations refer to UTR PTT Rules and Regulations including the Code of Conduct (the Code),
applicable appendices, UTR PTT Organizational Requirements, and the ITF Rules of Tennis. These
Regulations can be amended from time to time by UTR.
UTR PTT Organizational Requirements, also known as Organizational Requirements, are the
Regulations that a Tournament Organizer must follow when running a PTT tournament.
The Tournament Week is an assigned week on the calendar for each PTT tournament defined by
the date of the Monday of that week. Both Qualifying and Main Draw will begin on Sunday and
the tournament must finish no later than Sunday of the same week.
Each player entrant in a PTT tournament agrees as a condition of such entry to abide by and be
subject to these regulations and any other regulations, policies, or requirements as enforced by
a Tournament Organizer, approved by UTR for inclusion on the player's entry form.
Approval to sanction a PTT tournament may be subject to conditions imposed by UTR in its sole
discretion.
UTR reserves the right to refuse approval of, or cancel at any time, any previously sanctioned or
scheduled PTT tournament for reasons of health, safety, security, any other potential or
perceived threat to any persons attending the PTT; weather or any other factors that may
prohibit the successful running of the PTT(s), without any liability on behalf of the Tournament
Organizer, or UTR. This is a non-exhaustive list.
For the avoidance of doubt, neither UTR or the Tournament Organizer shall be liable to any
players or any other persons or entities for any costs that they might have incurred in relation to
such canceled competitions, including, without limitation, any transport and/or accommodation

costs. The decision to cancel a tournament will be made on behalf of UTR by the PTT
Management Team. The reason/s for the decision does not need to be disclosed to any party
and any information communicated by UTR will be at UTR’s discretion. For this reason, it is
recommended that players obtain travel insurance to cover flight cancellations and other
disruptions in travel.
Tournament Personnel
1. Tournament Director/Administrator
Each UTR PTT tournament must have one or more persons (i.e. the Tournament Director(s)) to be the
point of contact for UTR for all communications. The Tournament Director will be responsible for all
aspects of the organization of the tournament, with the exception of all matters relating to the UTR
rules of competition and format, the Rules of Tennis and all on-court issues, which are the responsibility
of the Referee onsite.
The Tournament Director and/or Tournament Administrator must be on-site throughout the whole
tournament, willing and ready to address any problems related to the organization of the tournament,
players, officials, media and spectators. He/she must be English speaking and have an awareness of and
understand the responsibilities of his/her position. He/she is prohibited from competing in a tournament
for which he/she is undertaking this/these role(s).
The Tournament Director must have a private office with a computer, desk, internet access, and a
minimum of one international telephone line. These numbers must be provided on the Tournament Fact
Sheet. A photocopier and sufficient supply of photocopying paper; microphone for public address system
(if necessary), communication devices (such as walkie-talkies) must be provided to the Referee, each
Chair Umpire and the Sports Medicine Trainer (PHCP).
The Tournament Director is obliged to enforce UTR’s final decisions on-site if required.
2. Officials
Each tournament, in conjunction with UTR, must appoint and provide an appropriately nationally
certified and experienced official to act as the Referee. The Referee must be available onsite throughout
the tournament week, from the Qualifying until after the final match of the tournament has been
completed, unless otherwise approved by UTR.
The Referee is responsible for all aspects of play during the tournament, and act as the final authority for
on-site issues related to the interpretation of applicable Regulations, Rules of Tennis, Code of Conduct,
and the Duties and Procedures for Officials as to all matters arising that require immediate resolution at
the Tournament site. The Tournament Director is obliged to enforce the Referee decisions on site if
required.

Names of the designated officials must be provided to UTR at least three (3) weeks in advance of the
Tournament. Tournament directors and national associations are encouraged to provide this information
well in advance of the deadline. Failure to comply with this deadline may result in the removal of the
tournament from the UTR PTT
2.1 Chair Umpires
The UTR PTT has a minimum officiating requirement of one (1) nationally certified chair umpires on each
match court at all times, not including the Referee. Additional chair umpires are scheduled to allow for
rotation onto the match courts. The chair umpires must make all line calls during the match and input
the required score and data into a tablet provided by the tournament. Comfort in operating the tablet is
needed and training is required by the Referee.
In playoff matches, it is recommended to have at least one line umpire on court with the chair umpire to
assist in line calls. Tournaments that wish to supply a higher certification level of officials or more officials
than the minimum requirement are encouraged to do so.
The tournament is responsible for all fees for all umpires and/or line judges and meeting other
conditions as required.
3 Tournament Doctor
The Tournament Director is strongly encouraged and recommended to appoint and pay all costs for an
English-speaking medical doctor to be on call in proximity to the tournament site at all times during
playing hours. If it is more practical or cost efficient for the tournament that the doctor conducts
necessary player consultations and treatments off-site, the costs of consultations / treatments that could
practically be conducted by the doctor on-site remain the responsibility of the Tournament Director.
All players accepted and competing in the tournament, including eligible Lucky Losers shall be eligible for
treatment from the doctor, as a minimum for the duration of their participation in the tournament.
The cost of hospital treatment or any other off-site medical treatment (except as described above) is the
responsibility of participating players at all levels of the tournament. Except as otherwise agreed, UTR is
not liable in any way for such hospitalizations and/or medical treatment.
4 Sports Physiotherapist/Trainer
All players accepted and competing in the PTT, including eligible Lucky Losers, shall be eligible for
treatment from the Sports Physiotherapist/Trainer, as a minimum through the day of elimination. Where
the Tournament Director is responsible for appointing the Sports Physiotherapist/Trainer, he/she must

ensure the Sports Physiotherapist/Trainer has appropriate qualifications and experience to treat players.

and the general Rules of Tennis.
The Tournament Organizer must appoint an English-speaking Sports Physiotherapist/Trainer to provide
on-site health care services for the players at no cost to them, beginning one hour before matches
commence until completion of all matches.
A reasonable fee may be charged for massage, although it is recommended that this is also provided free
of charge.
Related Regulations
The ITF Rules of Tennis shall apply in all PTT matches with National Association regulations also
applicable.

F. Playing Another Event / One Tournament Per Week

or Wild Card at any time after the Registration Deadline, the player is committed to that PTT tournament
unless released by UTR.
A player who is committed to and/or has played in the Main Draw or Qualifying of a PTT tournament
may not compete in any other tennis event during the same event period except as stated below.
A player is allowed to participate in another tennis event during the same week, provided they:
a) Notify the PTT Referee and UTR of their intention to do so before their first match in the PTT event;
and
b) Has played and been eliminated from the PTT event; and
c) Is released by the PTT Referee after their last match in the PTT event to play in the other tennis event.
The PTT Referee should send an email to Universal Tennis to advise they have released the player.
The three conditions above must be met for a player release to be authorized.
A player who uses a Free Withdrawal prior to the freeze deadline, who has been accepted into the
Qualifying or Main Draw as Direct Acceptance or a Wild Card, cannot play another event during the same
event period or where dates overlap.
A player who was a No Show, or who withdrew, or retired from a match in any round may not participate
in any other tennis event during the same week unless released by UTR. This includes playing in any
other Qualifying event where the date overlaps with a PTT event.
A player who medically withdrew (retired) from an event must comply with the rest period stated by the
On-site Trainer. A player found to be playing in another event during the rest period provided as a result
of the retirement will be subject to a fine.

A player found to have entered another tournament during the same week as the PTT tournament
where a player release has not been authorized, the player will be issued a fine as provided in the Code
for Playing Another Event. Additional, or other penalties or sanctions may also be imposed at the sole

Behaviour” and shall be subject to additional penalties.
G. Withdrawal, No Show, or Retirement in Tournament

matches in the same tournament or any other tournament in the same tournament week.

Any player competing with less than Best Efforts will be subject to penalties in accordance with the Code
of Conduct including Referee authority to default a player.
The vacancy in the draw will be filled with substitutes in accordance with the Alternate/Lucky Loser
policy.
H. On-Site Medical Withdrawal
If a player is forced to retire or withdraw during a tournament for medical reasons, a medical certificate
must be completed by the Tournament Doctor / Sports Physiotherapist / Trainer in coordination with the
Referee verifying that the player is unfit to continue playing in the current tournament. The player must
co-sign the document with the Trainer for it to be deemed completed. The player must get the approved
medical documentation prior to their next scheduled match going on court. The Referee will email
documentation to UTR (ptt@utrsports.com). Violation of this section shall subject a player to a fine of up
to $500.
A player that has endured a medical condition during the tournament week, but who completes their

A player who medically withdrew (retired) from an event must comply with the rest period stated by the
On-site Trainer. A player found to be playing in another event during the rest period provided as a result
of the withdrawal will be subject to a fine for Playing Another Event.
If the player wishes to use the Medical Certificate to withdraw from the following week’s tournament
then the player must inform the Tournament Organizer and UTR (ptt@utrsports.com) immediately after
obtaining medical clearance. Violation of this section shall subject a player to a fine of up to $500.
A valid medical certificate will excuse a Late Withdrawal penalty for any subsequent tournament until
the player next competes in any tennis event, provided that a withdrawal form for each tournament is
submitted prior to the relevant Freeze Deadline. A player must email the medical certificate to UTR
(ptt@utrsports.com) for each subsequent tournament that the player wishes to use the medical
certificate.
UTR recognizes there may be unique circumstances where a player may not be able to attend the event
site to complete the medical. This will be reviewed by UTR on a case-by-case basis. Should the nature of
the illness prevent the player from attending the event site, the player must provide a medical certificate
within 24-48 hours from a Doctor. The medical certificate needs to be emailed to ptt@utrsports.com.
Failure to do so may result in a fine at the sole discretion of UTR.
