the District is only required to operate it as
a safe room during tornado warnings that
occur during school hours or school
functions during evening hours.
Your safe room is designed only for the
population of the school building. Per the
approved grant application, only the school
population (students, staff and visitors)
were accounted for in the calculations to
determine the size of the safe room. No
area residence that might live within the 5
minute walking distance of the safe room
were accounted for. This is allowed by
FEMA, hence its approval, and many other
safe rooms in Missouri operate under
similar conditions. Therefore the District
is only required to operate it as a safe room
during tornado warnings that occur during
school hours or school functions during
evening hours. The district is not required
to open the safe room to the public as the
safe room is designed for a specific
population and allowing area residents in
during the day could possible overload the
designed occupancy of the safe room.
It is not considered “private”, all safe
rooms are designed for a specific
population. In your case that population is
just those located on campus.”
