Definitions
Accreditation: A formal system to evaluate and recognize the eligibility, quality of services and competency of organizations or a
person
Authorities: The Regulatory Authorities within the United Arab Emirates according to the geographical jurisdiction, Ministry of
Health (MOH), Department of Health -Abu Dhabi (DoH) and Dubai Health Authority (DHA).
Continuing Professional Development (CPD): A range of learning activities through which healthcare professionals maintain and
develop their knowledge and skills throughout their career to ensure that they retain their capacity to practice safely, effectively and
legally within their evolving scope of practice. CPD is also referred to as Continuing Medical Education (CME).
Credentialing: A process whereby specific licensing title is assigned to a healthcare professional based on qualifications, training,
experience and current practice.
Experience: Hands on clinical experience gained by a licensed healthcare professional during a salaried employment/contractual
period for full daily working hours throughout the working days. This excludes volunteer jobs, Observership, or clinical attachment.
Fitness to practice: A status where the healthcare professional is able to consistently demonstrate appropriate professional conduct
and behavior, and has the required skills and knowledge to practice without any impediments i.e. physical or others.
Gap of Practice: A defined period of discontinuation of clinical experience/ practice in the professional’s field of specialization for
healthcare professionals who were fulfilling the licensing requirements

Good Standing Certificate (GSC): A certificate showing evidence that the healthcare professional is competent to practice the
profession, has not been found guilty of unprofessional conduct, and that there are no pending or previous disciplinary orders or
criminal proceedings against the healthcare professional.
Healthcare Profession: Includes doctors and other healthcare professionals
Healthcare Professional: A person who by education, training, certification and licensure is qualified to provide clinical services.
Health Facility: a Facility that provides health services to people including prevention, treatment and rehabilitation whether owned or
managed by a normal person or legal entity person
Internship: A period of supervised clinical practice pursued by graduates of healthcare programs to consolidate the knowledge gained
during their study according to applied legislation in the country
License: A permission granted by the Authority to practice a healthcare profession.
Licensing: A process of granting a legally protected professional title by the Authority.
Licensing Authority: A body in charge of granting, suspending, revoking or limiting healthcare licenses and privileges.
Primary Source Verification: A process of validating documents required for licensure from the issuing organization.
Qualification: An educational evidence granted by universities, colleges, academic institutes or schools that are nationally accredited
or formally recognized.

Residency Program: A structured and advanced clinical training program in an accredited health facility to provide clinical training
in a specialty recognized by the regulatory authorities in the country, which qualifies the graduate to work in the field of
specialization, and successfully pass the residency exist exams within five (5) years from completing the training program.
Tier: A term used to indicate a category of post graduate qualifications for physicians and dentists based on the level and
the presence of the following:
o Structure of the Training/ Residency program
o Training governance
o Training curriculum
o Quality assurance and audit of program
o Entry level examination
o Defined program competency framework
o Competency based assessment during training
o Hands-on training and independent practice
o Progression of responsibility during training and measurable outcomes at each level
o Final certifying exam (National level)
o Independence to practice post qualification
o Cross recognition of the qualification by other Authorities to practice independently
o Requirement to maintain the licensing/ qualification

Preface
The Health Regulatory Authorities in the United Arab Emirates (UAE) represented by: the Ministry of Health and Prevention
(MOHAP), Department of Health -Abu Dhabi (DoH) and Dubai Health Authority (DHA), are pleased to present the second version of
unified Healthcare Professionals Qualification Requirements (PQR) which represents a milestone towards fulfilling the UAE strategic
objectives to improve the healthcare service provision across the country. For the purpose of this document these Health Regulatory
Authorities in the UAE shall be referred to as the Authorities.
This document provides a base for the Authorities to assess the documents submitted by applicants within their geographical
jurisdiction to ensure safe and competent delivery of services. Moreover, it places an emphasis on educational standards, experience
and licensure requirements for healthcare professionals to be licensed to practice safely in the UAE and in accordance with the UAE
federal laws and benchmarked international best practices.

1. Licensure General Requirements
Applicants must fulfill all the following requirements in order to qualify for licensure:
1.1. Educational Qualifications
1.1.1 Educational programs must be nationally accredited. Qualifications acquired through honorary nature,
correspondence or distance learning and equivalency are not counted towards the PQR requirements.
1.1.2 Qualifications must be issued by institutions/ colleges recognized by the authority responsible for the recognition
or accreditation of the program in the home country.
1.1.3 At the entry level, minimum qualification requirement is high school certificate as per country specific education.
1.1.4 The Authorities will evaluate and accept qualifications in accordance to the following criteria:
1.1.4.1 The country and institution from which the qualification was awarded.
1.1.4.2 The level of national /international recognition of the qualification.
1.1.4.3 The duration and content of study, and the presence of clinical practice/ practical training.
1.1.4.4 Post qualifications/ sub-specialty qualifications attained must be from one of the recognized countries and
relevant to the Primary specialty.
1.1.4.5 Qualifications not mentioned in this document may be evaluated and reviewed by the Authorities joint
committee who may grant the applicant with the appropriate title.
1.2. Professional Experience
1.2.1 Internship
1.2.1.1 All physicians and dentists are required to successfully complete one (1) year internship post- graduation.

1.2.1.2 For physicians and dentists with no evidence of completion of internship; an additional two (2) years’
experience is required.
1.2.1.3 Certain programs with the internship being part of the undergraduate training. No internship post-
graduation is required.
1.2.1.4 Nurses and allied health:
o UAE nationals and children of Emirati women: are not required to complete training post-
graduation. Children of Emirati women must present a copy of the birth certificate and the mother's
family book.
o Non-UAE nationals: Graduates from the UAE universities are required to complete six (6) months
training post-graduation in an approved practice setting.
o GCC nationals: are required to complete six (6) months training post-graduation in an approved
practice setting.
1.2.2 Experience
1.2.2.1 The applicant’s experience must be relevant to the title applied for, and must have been accomplished in
an appropriate setting licensed by the health regulatory authority in the country of practice.
1.2.2.2 Providing a logbook as a prerequisite for licensing physicians and dentists with surgical specialties.
1.2.2.3 The applicant’s experience must be Hands on clinical experience gained by a licensed healthcare
professional during a salaried employment/contractual period
1.3. Professional License and Good Standing Status
1.3.1. The applicant must have a valid professional license to practice, or registration (Where applicable) from home
country and/or country of last employment.

1.3.2. The validity of the license/registration (Where applicable) should cover the minimum required experiences for the
applied title.
1.3.3. The applicant shall provide Good Standing Certificate GSC proving that the healthcare professional it does not
prevent him from practicing the profession that meets the following requirements:
1.3.3.1. Valid and not older than six (6) months at the time of application for licensure covering the minimum
required experiences for the applied title.
1.3.3.2. Issued by the health regulatory authority in the country(s) of last employment. In countries that lack
regulatory bodies GSC may be accepted if issued officially from last employer.
1.3.4. The Authorities may request more evidence or conduct investigations if deemed necessary to prove the status of
good conduct of the healthcare professional.
1.3.5. The applicant must declare that he/she has never been convicted with any felony, misdemeanor involving breach
of honor or trust, legal cases or medical malpractice during his/her practice of the healthcare profession -unless
he/she has been rehabilitated- or if he/she is currently under investigation.
1.3.6. A Good Standing Certificate is not issued by the Authorities unless the healthcare professional have completed
three (3) months of clinical experience from the date of issuing the license.
1.3.7. The Authorities may issue a professional license / temporary permit to practice for a period of three months,
subject for a single renewal only.
1.4. Primary Source Verification
1.4.1. The documents required for licensing shall be verified directly from the original or primary source.
1.4.2. These documents include but not limited to: educational qualification(s), experience certificate(s), professional
license(s) and/or any other documents deemed necessary by the Authorities.

1.5. Assessment
1.5.1. Healthcare Professionals are required to pass the Authority’s assessment in order to obtain the professional
license in the UAE.
1.5.2. UAE nationals and Children of Emirati women are exempted from the Authority examinations, conditions may
apply in accordance to Authority standards Children of Emirati Women They must present a copy of their birth
certificate and the mother's family book )
1.5.3. The mode of assessment shall depend on the healthcare professional's title and may include but not limited
to: written, oral, objective structured clinical examination, etc.
1.5.4. While applying for the assessment, applicant needs to consider the following:
1.5.4.1. All assessments will be conducted in English language and no translator is allowed to attend the oral
assessment.
1.5.4.2. Oral assessment consists of minimum five (5) different scenarios/ questions in areas related to the
specialty or as deemed necessary by the examining panel.
1.5.5. The applicant is granted a total of three (3) attempts to pass the assessment across the Authorities.
1.5.6. The applicant is allowed to reapply if additional Recognized Certificate/qualification as per the published unified
PQR stipulated herein is obtained.
1.5.7. After the third attempt the applicant is not allowed to apply for a lower or equivalent title.
1.5.8. The applicant must declare the number of assessment attempts he/she has undertaken across the Authorities.
1.5.9. A list of the failed candidates after three (3) attempts shall be shared among the Authorities on regular basis.

1.6. Exam Equivalency Criteria
1.6.1. Healthcare professionals who successfully completed certain international examinations and/or hold an active
registration/license to practice with certain regulatory bodies will be exempted from the assessment required to
obtain the professional license (Exam Equivalency Criteria).
1.6.2. In case of assessment exemption, the scope of exemption is limited to assessment requirements and does not
apply to any other requirements for licensure such as credentialing, experience, PSV, etc.

1.7. Discontinuity of Practice
1.7.1. Healthcare professionals who have an interruption of clinical practice exceeding two (2) years and opting to be
licensed in the UAE must follow the CME/CPD requirements below (for example, but not limited to: workers in
telehealth care facilities)
1.7.2. All CME/CPD credits must be related to practice specialty of the healthcare professional, and according to the
CME/CPD specific requirements of the Authorities.
1.7.3. All applicants are required to complete a clinical training program accredited by Regulatory Authority in the
specialty field.
1.7.4. All clinical training programs shall be carried out in an approved practice setting by the Authorities.
1.7.5. All applicants after completion of CME/CPD credits and clinical training program (Apart from UAE nationals
and Children of Emirati women) are required to pass the Authorities licensure assessment to obtain the license to
practice. This does not apply to healthcare professionals with Exam Equivalency proof according to the Exam
Equivalency Criteria chapter in case they have gap of practice more than two years.
1.7.6. In general, Non-UAE nationals will not be able to apply for a license if they have a gap of clinical practice for
more than 5 years (and more than 10 years for UAE nationals and Children of Emirati women.

2. Renewal of Licenses
2.1 Providing a logbook is a prerequisite for renewing licenses for physicians and dentists with surgical specialties. In case it is
not possible to provide a logbook, the period of gap in surgical practice is calculated from the date of the last operation, and
the Authority can restrict the practice of the healthcare professional or direct him/her to training as it deems appropriate.
2.2 CME/CPD Requirements
The following minimum annual CME/CPD requirements must be fulfilled. CME/CPD must be relevant to the field of the
specialty:

3. Licensure Recognition among the Authorities
License recognition applies to healthcare professionals fulfilling the below requirements.
3.1 Fulfill the Authorities licensure requirements stipulated in this PQR per Authority providing not exceeding the permissible
attempts for passing the assessment for the same title.
3.2 Hold a valid license of any of the Authorities.
3.3 Present a valid GSC as well as full PSV report as requested by the Authority.
3.4 The applicant shall be granted the same title if it is listed in this PQR. He/she cannot apply for a higher or lower title unless
the requirements of the PQR are fulfilled.
3.5 In case the license is expired/cancelled it must not exceed six (6) months of expiry at the time of application.
3.6 Internal licensing processes are subject to local policies and procedures for each Authority.

4. Requirements and Considerations
4.1. Physicians Licensure Requirements
Physicians applying for licensure must fulfill the following requirements:
4.1.1 Must be graduates from an allopathic Medical School/College Medicine accredited/ affiliated by the concerned
authorities for recognition and accreditation in the same country
4.1.2 For graduates from the UAE universities, the program and university must be accredited by the Ministry of
Education (MOE/NQA).
4.1.3 Graduates with basic degree in Osteopathy opting for licensure as specialists or consultants will be accepted if their
specialization is obtained from one of the following:
American Board of Medical Specialties
Certificates of Specializations of the Royal College of Physicians and Surgeons of Canada
4.1.4 All Physicians are required to successfully complete one year i.e. 12 month’s internship post-graduation.
4.1.5 Applicants must hold a valid License/Registration to practice in their home country and/or country of last
employment (Where applicable).
4.1.6 Experience in the following specialties will be accepted as GP experience
o Cardiology
o Critical Care Medicine
o Emergency Medicine
o Family Medicine
o General Surgery
o Internal Medicine
o Obstetrics and Gynecology
o Pediatrics

4.1.7 Sub-specialty clinical experience may be accepted upon application and fulfillment of basic specialty requirements
4.1.8 Applicants accepted into the Authorities’ Approved Residency Programs will be granted the licensure title
“Resident”.
4.1.9 Recognized Medical Specialty qualification -that is listed in the this PQR- will be accepted after completing the full-
time program for a period of not less than three (3) years as:
Clinical residency programs
Clinical Master degrees
Clinical PhD
4.1.10 Qualifications not listed in this document may be evaluated and reviewed by the Authorities joint committee
providing they meet the above-mentioned criteria.
4.1.11 Specialization certificates with stated validity period will not be considered if invalid at the time of application.
4.1.12 Specialists with Tier 1 or 2 qualifications are not required to have experience post qualification in the specialty field
if the qualification has been obtained within the recent two (2) years.
4.1.13 Subspecialty qualifications obtained post the main specialty degree will be accepted if issued by a country listed in
this document.

4.2. Special Considerations
4.2.1 Experience
4.2.1.1 UAE nationals and Children of Emirati women:
Are exempted from experience post internship to obtain the title of General Practitioner within two (2)
years from completing the internship (Children of Emirati women must submit a copy of the birth
certificate and the mother's family book)
Specialists with Tier 3 qualifications require at least one (1) years’ experience post qualification in the
specialty field.
4.2.1.2 Non UAE nationals:
Graduates from the UAE universities: are exempted from experience post internship to obtain the title of
General Practitioner within two (2) years from completing the internship.
Graduates from non UAE universities: are required to fulfill experience as per their relevant titles
according to the PQR.
4.2.2 Credentialing
The following standard will apply to the UAE national physicians who started post graduate training post the
publication of the first version of PQR, including but not limited to the following:
4.2.2.1. If the qualification obtained is moved to a lower tier in the new PQR, then the previous credentialing
criteria will apply.
4.2.2.2. If the experience required is reduced in the new PQR, then the new criteria will be applied.

5.1 Physicians with an accredited American Board of Medical Specialty (ABMS) Certification, Specialization Certificate of the
RCPSC, Certification by the College of Family Physicians Canada (CFPC), Certificate of Completion of Specialist Training
(CCST) or Certificate of Completion of Training (CCT) from the UK will attain the title of Consultant without the experience
requirements. This does not apply to surgical and interventional specialties.
5.2 Physicians holding ABMS, RCPSC, CCST or CCT in Surgical or Interventional specialties, who do not meet the experience
requirements, are required to pass the Authorities’ assessments for licensure as consultants. However, they shall be reassessed 6
months post licensure for their surgical skills.

6. Clinical Sub-specialty Evaluation criteria for Physicians Licensure
6.1. Qualification:

9. Requirements and Considerations
9.1. Dentists Licensure Requirements
9.1.1. Dentists applying for licensure must fulfill the following requirements must hold one of the following degrees:
o BDS (Bachelor of Dental Surgery)
o DMD (Doctor of Dental Medicine)
o DDS (Doctor of Dental Surgery)
o Equivalent from a nationally accredited dental school/college
9.1.2. For graduates from UAE dental colleges/universities, the program and university must be accredited by the
Ministry of Education (MOE/NQA).
9.1.3. All dentists are required to successfully complete one (1) year i.e. 12 months internship post- graduation.
9.1.4. Applicants must hold a valid License/ Registration to practice in their home country and/or country of last
employment (where applicable).
9.1.5. Applicants accepted into the Authorities’ Approved Residency Programs will be granted the licensure title
“Resident”.
9.1.6. A recognized Dental Specialty certificates that is listed in the current PQR will be accepted after completing one of
following full-time programs:
Structured clinical residency program of minimum three (3) years course duration.
Clinical Master degree of minimum two (2) years course duration.
Clinical PhD of minimum three (3) years course duration.
9.1.7. Qualifications not mentioned in this document -if they meet the above mentioned conditions- may be evaluated and
reviewed by the Authorities joint committee.

9.1.8. Specialization certificates with stated validity period will not be considered if invalid at the time of application.
9.1.9. Specialists with Tier 1 or 2 qualifications are not required to have experience post qualification in the specialty field
if the qualification has been obtained within the recent two (2) years.
9.1.10. Applicants with specialization qualification in any Dentistry recognized specialty but have no experiences per the
criteria may be accepted as General Dentists, apart from qualifications in Dental Radiology, Forensic Dentistry,
Dental Pathology or Maxillofacial Surgery.
9.2. Special Considerations
9.2.1. Experience
9.2.1.1. UAE nationals and Children of Emirati women:
Are not required to have clinical experience post internship to obtain the title of a General Dentist within
two (2) years from completing the internship (Children of Emirati women must submit a copy of the
birth certificate and the mother's family book)
Specialists with Tier 3 qualifications require at least one (1) years’ experience post qualification in the
specialty field.
9.2.1.2.Non-UAE Nationals:
Graduates from UAE universities: exempt from experience post internship to obtain the title of a
General Dentist two (2) years from completing the internship
Graduates from non-UAE universities: are required to fulfill experience as per their relevant titles
according to the PQR.

9.2.2. Credentialing
The following standard will apply to the UAE national physicians who started post graduate training post the
publication of the first PQR. Including but not limited to the following:
9.2.2.1. If the qualification obtained is moved to a lower tier in the new PQR, then the previous credentialing
criteria will apply.

12. Requirements and Considerations
13.1. Nurses Licensure Requirements
Nurses applying for licensure must fulfill the following requirements:
13.1.1 Must be graduates from National and/ or International recognized Nursing college/University.
13.1.2 For graduates from the UAE universities, the program and university must be accredited by the Ministry of
Education (MOE/NQA).
13.1.3 Qualifications acquired through honorary nature, correspondence or distance learning are not counted towards
the PQR requirements.
13.1.4 Required Bachelor degree must be a minimum of three (3) years full time course duration.
13.1.5 All non-UAE national graduate nurses from UAE universities may be granted a temporary six-month
license to complete the experience requirement for the purpose of applying for a license to practice the
profession for the required position.
13.1.6 UAE National and Children of Emirati women nurses graduates of UAE or non-UAE universities are
exempted from the experience and internship requirements for the applied title (They must present a copy of
the birth certificate and the mother's family book)
13.1.7 GCC nationals: are required to complete six (6) months internship post-graduation in an approved practice
setting.
13.1.8 Applicants must hold a valid License/ Registration to practice in their home country and/or country of last
employment (Where applicable).
13.1.9 Assistant Nurses and Assistant Midwives cannot work independently and shall work under a Registered Nurse
or Registered Midwife.

13.1.10 All Nurses must hold a minimum of current Basic Life Support (BLS) Certification or others according to
scope of practice.
13.1.11 Academic transcript must be submitted for credentialing purpose in which determination of disciplines shall be
applied.
13.1.12 A clinical trainer accredited by one of the academic bodies recognized in the country is granted a license to
practice the profession of nursing, provided that he/she is registered with a Authority and in accordance with
the criteria set by it and in a manner that does not conflict with Cabinet Resolution No. 20 of 2017
13.1.13 Nurses and midwives with a valid license/registration from Austria, Australia, Belgium, Canada, France,
Germany, Ireland, Holland, South Africa, United Kingdom, United State of America, and New Zealand are
exempted from the required experience and assessment providing the fulfil the following:
13.1.13.1 No two (2) years of clinical practice experience have passed since the obtaining the title
qualification or since the last day of experience.
13.1.13.2 Submit a valid Good Standing Certificate
13.1.13.3 Complete the verification process on qualifications, experience and license/ registration documents
13.1.13.4 Provide
one of the below evidences of English language proficiency in the event that the healthcare

16. Requirements and Considerations
17.1. Allied Healthcare Professionals Requirements
Allied Healthcare professionals applying for licensure must fulfill the following requirements:
17.1.1 Must be graduates from National and/ or International recognized college/University.
17.1.2 For graduates from the UAE universities, the program and university must be accredited by the Ministry of
Education (MOE).
17.1.3 The qualification is considered acceptable for the applied title if it has been considered by the Ministry of
Education (MOE) or the Commission for Academic Accreditation in the country (CAA) as equivalent to the
qualification required in this PQR.
17.1.4 Higher diploma certificates from The Higher Colleges of Technology in the UAE will be equivalent to Bachelor
degree as per MOE standard.
17.1.5 Required Bachelor degree must be a minimum of three (3) years full time course duration.
17.1.6 Required Master’s degree must be a minimum of two (2) years full time course duration.
17.1.7 Master/PhD (In the area of specialty) will reduce one (1) year from the required experience for licensing
provided that the Master’s/ PhD degree is not mandatory to obtain the selected title.

18. Requirements and Considerations
19.1. TCAM Healthcare Professionals Licensure Requirements
TCAM Healthcare professionals applying for Licensure must fulfill the following requirements:
19.1.1 All applicants must demonstrate a current valid license/ registration to practice in home country or country of last
employment (Where applicable).
19.1.2 Physician must hold a valid Authorities license to practice as a physician relevant to the Authority he/she is
applying to TCAM profession will be considered as an extended scope (Privilege) for the physician.
19.1.3 All applicants must submit their complete transcripts that indicate the theory and clinical hours as applicable.
19.1.4 Cupping shall be considered within the scope of Chinese medicine.
19.1.5 Hijama shall be considered within the scope of Unani medicine.
19.1.6 UAE nationals who wish to be licensed as Hijama Practitioner will be evaluated on case by case by the designated
Authorities
19.1.7 All TCAM practitioners must hold a valid BLS certificate.
19.1.8 Graduates of UAE universities and programs are exempt from the required experience post-graduation
19.1.9 Graduates from universities and programs outside UAE shall fulfill the experience requirements according to their
relevant title in accordance with this PQR (UAE Nationals and children of Emirati women are exempt from

21. The Authority Exam Equivalency Criteria
This Standard of exam equivalency define the specific categories of healthcare professions that may exempt from the
examination for licensure in the MOHAP, DOH or DHA. In accordance with the ’competent authority’ eligibility criteria cross
recognition model when applying for a license to practice in the Authorities. Additional equivalency criteria maybe applied in
discretion of each individual Authority.
This Standard applies to all applicants eligible for exemption from examination for specified professions as described in this
standard and in accordance with the PQR. The scope of exemption is limited to examination requirements under the PQR, and
does not apply to any other requirements for licensure.
For equivalency assessment listed in the below tables must be valid upon licensure application (If the document does not state
a validity, it shall be considered accepted within five (5) years from the date of issuance).
